Perhaps because CI is based on EE, and Rick has his work with pMachine which takes up more time. And I guess a roadmap would make him commit to something he might not always have time for.
I think Mark’s right on. There’s been a lot of “omg Rick has abandoned us*” lately, so I just want to post this before too many people chime in along those lines. I posted the meat of this in another thread, but think it’s relevant so I’ll re-post.
Rick hasn’t gone anywhere, and the lack of a roadmap I suspect is more due to his preferred working style. Rick and the pMachine crew are working very diligently on Expression Engine 2. This means there will be lots of code donated back into CI. The fact that he hasn’t been as active as in past is probably a factor of a few things (you can read about these on his blog).
1) He’s been working hard on EE 2 and CI improvements;
2) Its recently been the holidays
3) He and his whole family have been really sick
4) pMachine is growing, and he’s the leader (owner) of the company… he can’t neglect it
5) And this is the really important point - for most of the day to day running of CI, the community has grown to a point where he doesn’t need to be active anymore.

I think Rick could at a bare minimum at least let us know what’s going on with a post that would merely take him 5min. to write. It would make a lot of people happy.
Good update, Derek. IMHO, I think Rick has “spoiled” the CI community by giving us as much as he has until now. That goes for both time and code. Now every time he is a little busy with his own life we feel that he’s abandoned us. Or if he doesn’t implement “X” feature we feel he doesn’t care about advancing CI. Rick has invested a lot into CI and I’m confident he wouldn’t just turn his back on it. We just need to sit tight and let him tend to the other important things in his life. In the mean time he’s given us a powerful tool to work with (for free!) and we’re all competent enough to fill in the gaps for our own projects as needed. [Edit]: Same as Derek said, I’m not directing my comments to audiopleb or anyone in particular. Just a general opinion.
Siric: I agree. Many people (like Derek and others) are contributing alot to this community. I think is is only fair to keep them informed what is going on with CI.
Feedback from the developer is important for the whole community. Doesn’t have to a roadmap though.

I don’t agree with you Derek. Even if you think CI is complete. They are bugs that should be solved some time. This can only done by Rick at the moment.

No you’re right about that. I wouldn’t classify bug fixes as day to day operations though, but now I’m just splitting hairs. I agree with your sentiment.
Hasn’t CI kind of followed EE in the releases? I only got here around 1.4, but it’s been keeping pace with my EE upgrades since then. EE is at 1.5.2 and CI at 1.5.1. Which sort of indicates that the next official release of CI would be when EE approaches a final 2.0 (some time off still). That is, however, just my own observation and theory.

??? Does CI project have a community CVS or Subversion server ???
@danfreak: I do not think so. CI has very good community. If Rick abandons his CI leadership the community has creative potential to continue CI project on ciforge or SourceForge.
