I am looking for sites that I can get free or commercial CSS templates. 

I used to use http://www.dynamicdrive.com/ to get some css library etc.  That is for small pieces CSS.

I am looking for the CSS templates that could be apply to the whole site.  Free or cost effective commercial will be fine.

Any of you have other sites you can recommend that will be great.  Specially, if there are sites that offer CSS templates best suitable for MVC or better CI programming, that will be even better.

Any other free or commercial (cost effective) sites for template, css, themes, graphics etc anyone can recommend?  Specially authentic cost effective commercial sites and authentic free sites so I have the proof that I will not have copyright issues with using these.

I can do these works but I am mostly a php/mysql programmer.  Used to work with in house designers but now I will do some projects totally on my own. 

It will be cost effective that I buy these design from authentic cost effective commercial sites or from authentic free sites, and concentrate my works on php and mysql.
